Where are some cheap but semi-formal places to eat in OC? Myself and my friends are coming down in June and one night we would like to get dressed up and go somewhere nice to eat dinner. We don't want to spend big bucks so is there a nice affordable place to eat dinner? Is there anything some-what fancy that is not going to break the bank? Thanks!

That's a loaded question since I'm not sure what you consider "big bucks". 
My husband and I really enjoy the Captain's Table inside the Courtyard by Marriott Hotel on 15th St. and the boardwalk. For steak and shrimp for the two of us, the cost is about $60 not including tip or desert. 
We enjoy BJ's on the Water as well on 75th St. Not especially fancy, but good food and great bay views, and not a budget buster.
The Shark on the Harbor also has great food..........more of a gourmet type menu, but their prices go from low to high, so you'll probably find something for everyone.
 Harrison's Harbor Watch is another good choice that won't break the bank.  It sits on the inlet, so ask for a window seat and watch the boats go by while you dine. Very good steaks and lobster raviolli there. For two people you can spend around  $60 - $75. 
Or you can drive up to Fenwick to Mio Fratello's.  Be sure to check out their specials, because they have lobster dinners for less than $20 at least one night a week.  Good food, nice restaurant, and nice people.

Try BJ's On The Water, Seacrets, Fager's Island, The Shark, or Sunset Grille for a nice meal.  All of them have entrees under $12.  For a great meal, try eating at the bar at The Hobbit - it nicely upscale.
