YES, it is definitely possible to have your wedding on the beach, and likely you could have it at the Pier as another option.
To use the beach for your wedding, you need to coordinate a time and location with the Mayor's Office. You can call them at 410.289.8931 to do this. There is no fee, but there is a form you need to fill out that you can get here. There is more information here, including license and other legal requirement information. If you are planning on doing the wedding between Memorial Day and Labor Day on the beach, then you will likely need to do it before 9am or after 5pm, when the beach is much less crowded. Almost anyplace on the beach is a great option. I'd suggest someplace near where you are staying or near where you want to have a reception afterwards.
The Ocean Pier is not controlled by the city, but is franchised to the company that owns Jolly Rogers. If you want to find out about using the pier, I'd suggest contact the Ocean Fishing Pier via their website.
If you need an officant, contact one of OC's Wedding planning companies. They can provide anything from just a wedding officant to full-blown planning services. Two options are Ocean City Wedding Pastor (410.603.9918) and Beach Weddings by Rox (866.472.3012).There are other officiants listed on the form I linked to above.

In the second season, you and your best friend can at most any place that has an outside seating area. Maryland laws prohibits anything other than service dogs inside a restaurant.
The list provided is a great one but definitely call ahead just to let the restaurant know. Most places will be very accommodating!
Also, if you need a place to stay, The Barefoot Mailman caters to those who have pets. Go to www.ococean.com and search for accommodations and you can find them there.

I'm sorry, but no. The tram is done running for the year. It will, however, be running at Northside Park beginning November 17th for the Winterfest of Lights, and will run until New Year's Day. Then it will sleep until Springfest in May of 2017.

This is a busy weekend in Ocean City, so some places may be sold out. However, here are a few great options in the area you are looking for:
Dunes Manor is a couple of blocks north of the boardwalk at 28th street, all rooms are ocean front with balconies. It is an easy walk to the north end of the boardwalk. They have an indoor/outdoor pool. Many rooms have kitchenettes. This is one of my favorite properties in OC, and the place I always recommend if I am only recommending one place. My family stays there often. They have adjoining rooms available.
The Commander is oceanfront on the boardwalk at 14th Street. They completed a major renovation of all their rooms last year. I stayed there last Spring and it is very nice.
The Beach Plaza is oceanfront at 13th Street. It is classic, older, more boutique hotel that renovated all their rooms about 5 years ago.
Holiday Inn & Suites is a great place right on the beach and boardwalk at 17th street. They have excellent pools. Most, if not all, rooms are ocean front with balconies.
Courtyard by Marriott at 15th Street is ocean front on the boardwalk. It is a newer hotel with lots of amenities including ocean front and ocean view rooms with small balconies.
The Hilton Suites Oceanfront Suites is 5 blocks north of the boardwalk oceanfront at 32nd Street. It is probably the most luxurious mainstream oceanfront place in OC.
The Inn on the Ocean at 10th Street on the boardwalk is a very nice B&B.
