I love bodysurfing too and have been doing it in OC since I was a kid.
The waves in OC vary quite a bit season to season and day to day. Last summer while I was there it was the calmest I have ever seen it for a few days, and then there were several days with great waves. Most days when I am in OC there are fine waves for bodysurfing most of the day except for the hours around high tide.
The same is true for the waves relative to surfing. However, surfing is only allowed on designated surfing areas (see
http://oceancitymd.gov/Recreation_and_Parks/Beach_Patrol/) and before and after the lifeguards are on duty (before 10am, after 5:30pm).
While use of surfboards and skimboards is restricted, boogie boards, rafts, and bodysurfing are allowed.
