Are there any pavilions or groups of picnic tables, or anywhere good for holding a wedding reception outside by the water?
Most parks in Ocean City have pavilions that can be rented. They are nice, but I would check them out to see if they meet your needs. If you wanted to rent space, MR Ducks has a wonderful outside patio, as does Galazy 66. Both can be used when you have your reception their. The Clarion and Carousel hotels are two other venues with nice outside accomodations.

Northside Park offer pavilions with picnic tables and there is a pier that would offer a wonderful backdrop to your wedding/reception photos.
Other locations to investigate, Clarion Hotel, Carousel Hotel, Castle in the Sand, Princess Royale, Princess Bayside, or Seacrets.
