Is there a place to shower after the beach?
There are public outdoor wash off showers on the beach at the inlet, but there are no public showers that allow you to take a private shower. Changing in public restrooms is illegal in OC, so there is really no good place to change.
I believe the Wicomico Bath house, which used to offer shower and changing facilities for a fee, has closed.
If spend the day at one of the water parks, either at Jolly Roger (shower and changing area) or Thunder Lagoon (you can change in rest rooms), they have changing facilities for their customers.

Are you permitted to grill on the beach?
No open fires or grills are allowed on the beach without a permit. You can get more information about regulations and permitting here: http://oceancitymd.gov/Fire_Department/FireMarshal/forms/BonfirePermit.pdf. Altoght this document focuses on bonfires, no fires or cooking are allowed on OC's beaches.

Are there buses from Maryland and Washington, D.C. that will take us to and from Ocean City?
Greyhound is your best bet. They drop you off at their station just west of Ocean City.

You can find umbrella rentals at most beach entrances. My advice: buy one at Roses or Walmart. It's much cheaper than renting at the stands for a week.

We have a full size van with a raised roof and are coming down this weekend. Where is the parking available for this. Not sure if it can fit in the parking with a roof.
Most side streets along the hotels. motels, and condos have free parking. A friend of mine just stayed at the Princess Royale with an over sized vehicle and he parked right next to the hotel on a public street for free.

Is there anywhere that has wheelchair access? And is there any place that rents special wheelchairs for the sand and beach?
The Town of Ocean City provides beach wheelchairs at designated locations from 10:00 AM to 5:00 PM daily, from Memorial Day through Labor Day. They are available from the Beach Patrol on a first-come, first-serve basis. Beach wheelchairs must be used within one block (north or south) of the location where you picked it up, and must be returned by 5:00 PM.
Please note that beach wheelchairs may not be taken into the water or off of the beach itself.
These locations may change depending on availability:
Inlet Lot, 7th St., 30th St., 40th St., 48th St., 59th St., 70th St., 81st St., 89th St., 94th St., 107th St., 120th St., 130th St., 139th St., 145th St.
