The quickest way is to head down 95, and take route 1 in New Castle DE towards Dover DE and than jump onto Rt 113 (not 13) in Milford. There is also the scenic coastal route taking the Atlantic City Expressway to Atlantic City and travelling the coastal routes to Cape May and crossing into DE via the ferry and continuing into OC. I recommned that everyone has the chance to do this at least once.
I am not sure if they offer seasonal passes. The normal fare is $2 a day but you can purchase a book of 20 fares discounted at $15.

There are actually two locations of cars and vendors for Cruisin' Ocean City the weekend of May 20-23. This website provides event specifics (http://www.specialeventpro.com/cruisin.php).
As for parking, at the inlet, there are several parking lots in the area (please visit http://ococean.com/travel-tools/parking-information for additional information). For the Convention Center, there is normally spaces available for patrons, most likely the lot to the left of the Convention Center.
Another alternative is to leave your car parked at your hotel/condo and take the bus for only $1 and ride all day. In addition there is normally an abundance of taxis this weekend in case you don't want to wait for a bus.

As far as saving some money on dinners and other items here are a few tips:
1. Consider takeout. Many places have dedicated takeout counters with prices below that of their dinning rooms. Phillips has an extensive takeout menu and you can call in orders ahead. Waterman's of Route 50 in West OC also has a seafood counter area where they do takeout. It is less expensive than getting takeout form the restaurant area. Crabs-to-Go in West OC also has takeout (they are only takeout) at better prices than Crab Alley If you go this route check first. many place are the same price for takeout or eat in.
2. If you want crabs consider getting a few dozen instead of all you can eat (and ordering more if you want them). With a large group you can usually actually get better crabs and save some money and everyone actually gets all they want..
3. Want a crab cake or soft crab? Consider getting the sandwich version. Lots of places it is the same crab cake or soft crab, but at a lower cost.
4. Check out Sunny Day, Beachcomber, or other magazines for coupons. If you stop at the convention center tourism area you can pick them all up. Also, consider the early bird special. You can usually save quite a bit by getting there before 5 or 5:30.
5. You said you pack lunch, but if you want to buy one day the 64th Street Market (rick's Market) has a great deli with excellent, reasonably priced subs and sandwiches. They also have very good fried chicken.
6. You can save money by bringing sun screen and other personal items from home. Soda and beer are the same price in OC as everywhere else. If you forgot essential items head to the WalMart on Route 50 to save some cash.
7. Take advantage of lots of free stuff in OC: the beach, the boardwalk, Northside Park.

Here's a website with great information on parking (trailer parking at bottom). Another option is to check with the condo/hotel where you are staying. A lot of times they have open parking spaces for these events.

The Public Works Maintenance Division is offering individuals the opportunity to purchase a bench and plaque in honor of or in memory of a loved one or friend. The benches are located on the boardwalk from the Inlet to 27th Street. The cost for the bench and plaque is $1,400. Please contact the Public Works Maintenance Division at (410) 524-0391 to obtain the bench dedication form that will need to be completed.
