Can I bring a tent out to the beach, not overnight, but just for the day?

I would say it would depend on the size of your tent. Pop up varieties are fine b/c they are not so large to block views from lifeguards.
With that said, tents are fine on the beach, just place them away from lifeguard stands and behind their line of view.

What is the best way to try to see the ponies? On one of the boat tours, or can you see them yourself?

Just remember to pack bug spray, lots of drinks and sunscreen if you go. You can also try eating at the Angler Restaurant for dinner and taking their free boat ride. We have seen the ponies often from the boat.

What is the weather supposed to be in OC from Fri. 7/16 to 7/23? Are there any fishing tournaments that weekend of the 16th through 18th? What else is going on that week for fun?

I just checked the weather for that time. Each day looks like a high in the mid to upper 80s with lows in the mid to upper 70s. There is a chance of rain towards the end of your stay.

What parasailing places are on the bay side? I want to ride in the boat to watch my daughter go up, but I don't want to ride in such a small boat on the ocean!

Is there a place to rent convertible - preferably a sports car - in OC?
I would suggest you call well in advance to Enterprise Rental in West Ocean City and request a specific car. That way they can check what's available and hopefully get one in and have it ready for you when you get there.
