I hope some of my Insider colleagues have a better idea for you than I do... I'd check out the Food Lion on 118th Street or Rt 50 and Rt 611 in West OC, or... Wal Mart out on Rt 50.....
This is my favorite time in Ocean City. The weather is great! Not too hot, not too cold. The ocean should still be warm enough to swim in. Yes, the boardwalk is still open... very few businesses at this time have chosen to close fo the season or only open on weekends. Now, the outdoor and indoor rides are most likely weekends only at Trimper's, and I don't know about the Jolly Roger, but I think they too are weekends only at this point. I think that you'll find plenty to do.... for adults, and for kids! Old Pro Golf is still open..... plenty to do on the beach and the boards..... you'll be fine.
Here are some WiFi hot spots in OC... http://www.superpages.com/cities/mtg/wifi/md/ocean+city/
It is absolutely 100% illegal to sleep in your car anywhere in Ocean City, Maryland. Don't do it......
Yes it did. They've got a shiny new terminal in OC.
Checking the Convention Center Visitor's Center for this type of info.......
I guess there is no full blown "water taxi" service per say, the bus is good... so is the boardwalk tram.... but give this a look see.... http://buzzboatwatertaxi.com/

You can drive on the beach in
Assateague if you purchase a permit.
There is a $70-$150 annual permit fee (depending on the type of access
desired). There is no weekly or other short term permits. Off road vehicles
must be "street legal"(motorcycles and ATV's are not allowed). Permits may be obtained at the Toms Cove Visitor Center in Virginia and at the
Sinepuxent Ranger Station in Maryland. Permits may also be purchased by mail.
Call (410) 641-3030 for an application.

The Buzz boat water taxi goes to 20 bars/resturants in OC 561-512-2727. Most of the time the bartenders know other water taxi services to call too. I've also split a cab with people before which makes it a little cheaper. I like going to the Harborside in West OC and there are always state police there checking for DUI's. I keep Sunshine Taxi stored in my cell phone 410-524-7433
Have fun and be safe!

You could drive straight up 95 into Delaware and take Route 1 into Ocean City. This would add about 30 - 40 minutes to your drive, but totally avoid the Bay Bridge. Toll are more, about $12, also. I suggest trying google maps and choosing the "avoid" function for Rt. 50. It should default to 95 North. I used the Ocean City zip code of 21842, with no street selected.
