Hi. No, it is definitely not possible to walk to the boardwalk from 90th St. 90th St. is about 5 miles from the boardwalk or more.
The boardwalk ends on 27th St, and the rides and amusements are all located below 1st St. There is a public bus that you can ride that runs about every 15 minutes and costs $1.00 per ride or $3.00 for a ride all day pass.  And there is plenty of parking at the Cropper Inlet Parking Lot or on any of the side streets around the boardwalk. Most of the street parking is metered. The bus runs 24 hours a day.
90th St. is an excellent area to stay. Plenty of restaurants and nice beach.
Merci for your question!

Ocean City, MD  is 12 hours by greyhound bus? Any stops in between?

You would have to check with Greyhound for that information.  We don't know where you're coming from, so your agent would be able to give you the best info.

The boardwalk is located directly on the ocean.  It begins at the very most southern point of Ocean City at the inlet, and goes 2.5 miles up the beach to 27th St.  There are plenty of rentals and hotels all along the boardwalk and for several streets back.  Ocean City is 10 miles long and all ten miles run is bordered by the ocean on one side, and the bay on the other. So no matter where you stay, you're close to water.

How do i get here from Penn Station in NYC?  Which hotels offer shuttle services from the bus and are also near the main attractions?

You can take Greyhound from New York City to Ocean City. The cost is about $60. You can leave NYC most days at 8:30AM and arrive in OCMD at 8:30PM.

The website to schedule is https://www.greyhound.com/farefinder/step1.aspx. Use the New York City option (not Penn Station) as your starting piouint and Ocean City (not Bayrunner) as your ending point)

Once in OC you can ride the local bus all over town for $3 per day or $1 per ride. You won't need a car.

Have a great trip to OC!

I am so excited to make my second trip to Ocean City but I am apprehensive about the damage that hurricane Sandy might have done? Coming in mid June by the way. :)

OC has recovered quite nicely. There may be a few stores/buildings here or there that have lingering damage, but almost everything else is fixed up and as good as new. The fishing pier should be finished any day now, as well.

Come on down with no worries. OC is still standing strong!

Sorry, but I do not believe that the Power Boat Races are going to be in OC in 2013.

Is parking allowed free at meters and cale locations with a handicap tag in Ocean City?

Some hotels and restaurants have handicap parking spaces closer to the business and of course these are always free. In the inlet parking lot people with Handicapped tags get a 90 minute grace period to park for free. However, after 90 minutes they have to pay full price. These costs and more information can be found at http://ococean.com/travel-tools/parking-information.

With the pay up front machines where you pay and get a receipt with a time on it, I am of the understanding that you can park for free if you have a tag, sticker, or mirror hanger.

That is fine.   Some hotels will rent you props like an arch.  The Carousle Hotel on 115th St will do this for you.  I would reccomend a more northern beach to have fewer bystanders.   I was the photagrapher for a friends wedding that took place in front of the Fountainhead Condominiums and they did not need a permit.
