Are there buses from NY and do I need a car to get around Ocean City MD?

Go Greyhound! http://www.greyhound.com/ The bus station is located in West OC.  You can take the shuttle for $1 to the Donwtown transportation center.  You can take the city transit bus to anywhere in town for $1 per ride or a day pass is only $3.

I live 20 minutes north of Northeast-Philadelphia PA, and i was wondering if you would get Phildelphia news channels in OCM or if its Washington-Baltimore or both?

No, the Philadelphia news channels are not shown in OC.  You will find Delmarva channels WBOC and WDMT.  And Baltimore channels WBAL (NBC affiliate)
WBFF (Fox affiliate) and WMAR (ABC affiliate).
Being from the Philly suburbs, I love not seeing our local news.  It makes me feel so far away from home!  Have a fun vacation!

Be sure to take the Historic Walking Tour of Ocean City.  You'll discover all of the beautiful architecture of old OC.  It's really fascinating. You can pick up the free tour guide at the Convention Center or around town. And be sure to stop by at City Hall. It's a stunning building filled with pictures of Ocean City in the past.  Also stop and go through the Life Saving Museum on the Boardwalk.  It too is filled with Ocean City's history.

Splash Mountain will close for the season after normal operations on Labor Day Weekend Sunday.  Umbrellas and chairs are still available for rent after Labor Day.

There is handicapped parking at the top of every street closest to the boards.  There should be plenty of parking available.

I don't know if it's illegal, but it seems awfully unfair to the pet.  Town ordinances prohibit dogs from the beach and boardwalk from May 1 to October 1.  But if you need to walk fido on one of the side streets, make sure he's on a leash and that you clean up after him.

Is there a public bath house where you can change and shower at OC? Also what is OC's policy on handicap parking? Does cars with handicap plates need to park in handicap space to be free or can it be at any meter parking space on the street or on any of the public parking lots?

Bath Houses
There are no public changing areas or private bath houses where you can change and take a private shower in Ocean City. You are not allowed to change clothes in the public restrooms. There are public rinse off showers to wash sand and salt water off yourself at the Inlet beach, Caroline Street, and 9th Street. These showers are on the west edge of the beach. The nearest public bath houses are at Assateague State Park or Fenwick Island State Park.

Handicap Parking
Many side streets have free parking  and have one or two designated handicapped spots, usually right near the beach.

In the inlet parking lot people with handicapped tags get a 90 minute grace period to park for free. However, after 90 minutes they have to pay full price. These costs and more information can be found at http://ococean.com/travel-tools/parking-information.

In the rest of OC meters have been replaced with the Cale Parking System where you purchase a ticket for a selected amount of time and display it on you dashboard. I spoke to the people at City Hall and they indicated that if you have a valid handicapped hang tag or license plate displayed that you can park for free in any spot controlled by these machines, including non-handicapped reserved spots.

In Fenwick Island, Delaware, parking permits are required for all streets within the corporate limits of The Town of Fenwick Island from May 15 though September 15. I believe the beach box umbrella rental remain open unit the 25th of September and are open everyday. There may be few boxes open, but some will be open everyday.

You are not allowed to have bonfires or grill on Ocean City's beaches without a permit.

This document provides more information on the regulations and how to apply for a bonfire permit. Although the document focuses on bonfires, it applies to grilling and cooking on the beach too. There is a $75 fee for the permit plus a $100 deposit that is refunded only if the Fire Marshall's inspection indicates the area was cleaned up and all fire related material was removed from the site.
