There are no public changing areas in Ocean City, not a one.  In fact, changing in a public venue is forbidden by statute.  So your two closest facilities that have changing areas are the Fenwick Island State Park and Frontiertown.  Both charge a nominal fee to enter.

You can obviously change clothes in your hotel, motel, or condo, or similar. However, there are no public changing facilities, bath houses, or similar facilities to change if you are just staying for the day. Changing clothes in public restroom facilities is prohibited.

If you go to one of the water parks, they have changing facilities. Fenwick Island State Park and Assateague's beach areas also have places where you can change

Unfortunately, there are no public places to change your clothes in Ocean City after a day at the beach. There are public rinse off stations in the restrooms, so the best you can do is to rinse off and dry off, then get dressed over your swim suit.

Unfortunately you have to change at your hotel or condo. Or bring a cover up and keep your suit on. I usually wear my suit down on my first day there so I can hang out at the beach until my room is ready. That way I don't have to worry about changing.
