While the outdoor rides will be closed, the indoor rides at Trimpers at the southern (inlet) end of the boardwalk will be open and it caters to young children. There is also indoor mini golf open, or you could go to the Carousel and let the kids rent skates and try ice skating. I know that sounds a little crazy, but they have an indoor rink and have special bars that are made for little one's to hold onto when they're on the ice so they don't fall. I've seen 2 year olds there and they do surprisingly well. You could also take them to Assateaque to see the ponies.
Buy them each a hermit crab. That will keep them entertained for hours. And don't forget the sand toys. Another piece of advice would be to purchase an inflatable pool if the weather is warm enough to be on the beach. If they don't like the ocean, that will satisfy them and give them a chance to get wet without getting knocked over by the waves. Then once they're done, use the sand bucket and collect shells! You never know what you'll find.
The 16th begins Bike Week in OC so they might enjoy seeing the "brmm brmm's " up close.
Something I just recently found out is that the Marina Deck Restaurant on Dorchester St and the bay has an on site babysitting service from 5-9 each evening so that parents can feed the kids first, and the kids can be supervised while the grown ups can enjoy a nice quiet adult dinner in the restaurant.
