I'd suggest Northside Park at 127th Street. It is at the north end of town, and it has a great playground, including some equipment for younger kids. There are lots of other great parks in OC. You can get a full list with descriptions here.
You may also want to try Jolly Rogers Park at 30th Street or Trimper's Rides at the south end of town. Both of these amusements have rides for little kids, but 9 months is pretty young, even for the most kiddie of rides.

Here are a few ideas:
Take a walk on the beach - on warm days the beach can be very comfortable although the water is still cold
Go to Ripley's Believe It or Not on the Boardwalk.
Try as many donuts as you can at the Fractured Prune.
Go Ice Skating at the Carousel. This is $8 per person.
Bowling at Ocean Lanes at 72nd street (call ahead to check for lane availability 410.524.7550) note: cash only.
Go to the movies.
If it is sunny and warm, walk on the boardwalk, rent bikes, and visit any one of the three arcades.
Planet Maze (33rd Street) is also open and has an arcade and fun laser tag games.
Sometimes on nice days, especially on weekends, Baja Amusementsin West OC may be running some go cart tracks.
Visit Seashell City in Fenwick Island and go their mini-musuem.
Go to the Salisbury Zoo. It is a nice local zoo and it is free! They also have a huge playground in the park right next to the zoo. It is about a 30 minute drive from OC.
Visit the Assateague Visitor's Center. They have interactive displays, movies, and a touch tank that kids love. It is also free!
Delmarva Discovery Center- Lots of exhibits on cultural and ecological topics relevant to the Pocomoke River and Eastern Shore areas. Has some aquarium exhibits. In Pocomoke City, abut 50 minutes from OC. Open Tuesday through Saturday, 10am to 4pm. Fee for entry.

There are many restaurants to choose from offering fantastic seafood dishes. Some of my favorite places are the Captain's Galley II for their crab cakes, Harrison's Harborwatch for the fresh seafood, unlimited sides, and great views of the inlet. Harrison's also has an elevator so you can go to the second floor to capture the views. For a more intimate ambiance, give Reflections a try. It is located in the Holiday Inn on 67th St. and offers a entrees that are creatively prepared, some even table side. If you need to satisfy a sweet tooth, give the chocolate covered strawberries at Wockenfuss a try or some frozen custard from Kohr's.
As for entertainment, take a walk on the beach, boardwalk or in scenic Northside Park by the bay. Head to Horizon's, located at the Clarion on 101st St to listen to a band. There are outlet shops located on Rt. 50 and a movie theater in northern OC. The best entertainment of all: bring along your favorite board game and book a hotel with an oceanfront balcony....then let the good times roll with your friends while soaking up the relaxing oceanic atmosphere.

In the off season I recommend people with kids stay at a place with an indoor pool as that can also provide some great fun for kids who probably haven't been able to swim since September.
