As Darlene said, fishing is allowed all year.  The issue is size and number limits.  A great place to start off is Atlantic Tackle in West Ocean City.  They know what is biting, where and on what bait.  They are a great resource.  A fun place to fish is the Pier in Ocean City.  Info on the two piers can be found here:

With two exceptions, there is year round fishing in Ocean City.  Those exceptions are Sea Bass, which can only be caught from May to December, and Tautog which is illegal between May 16 to June 30.  And there are limits on the types and numbers of fish that you can legally catch.  There are also regulation on surf fishing, and permits or licences needed.

In general, you can fish year round in OC, but there are some exceptions for certain fish (and crabs) and size requirements. See this page for more information on Maryland's fishing regulations. See this page for fishing license information.
