Am I allowed to take sand/rocks from the beach for my aquarium?

As a long-time salt and fresh water aquarist, I do not recommend using the sand from the beach.  The rocks or shells could be used.  I would also soak any rocks or shells in a sterilizing solution before putting into any tank.  The sand on the beach (any beach) is typically not recommended to be used in a tank due to contaminants.

Hi.  As long as you're not filliing a dump truck, I don't know why not.   Everyone takes sand home with them even if it's only in their swim suits.  So have fun finding treasures on the beach.
